The Sarawak State Assemblyman for Kidurong Chiew Chin Sing urged the government to rethink and to come up with new ways of water supply for the rural areas.
Chiew said that the old ways of supplying one 400 gallon water tank per family is not enough anymore these days. It was alright during the old days when longhouses and kampong folks could still do their washing and bathing in the stream or river near their houses.
But today the rivers are all dirty and polluted with the opening up of the palm oil plantations. You cannot use the stream or river water anymore especially during the dry season when the water run lows. Parts of the stream had dried up leaving only a pond of dead water for one to do washing and bathing. And that is bad, as the water could be contaminated.
That is why these days the rural folks need more water tanks for maximum drinking water storage. Having more water tanks, two or three, is not a luxury but a necessity.
Even the heaviest of all down pour the last two days is not going to help drinking water supply in the longhouse because there is just not enough tanks to collect all the precious rain water, in fact much of rain water is not collected and go to waste. And if a prolong dry spell strike again, the one tank of drinking water will run out in no time.
Apart from harvesting rain water, It is high time that underground water should be exploited. Not many rural folks have well or pump and access to underground water and even if some have, they are not in working condition.
Designated water catchments areas had been and still is a popular mean of water supply to the rural areas but more and more encroachments into these areas are happening because of land development, resulting in poor water supply for the rural folks. As a result, rural folks are going back to square one again relying on harvesting the rain water.
With the expansion of the road next works many rural areas are accessible by roads and those near the water treatment plant area must be supplied with treated pipe water. Yet there are so many areas beyond the twenty mile radius up to this day, since Merdeka, the government could still not provide them with treated pipe water.

Borneo International Kite Festival (Chinese & English Text)

吉都隆区州立委周政新说政府在烟霾恶劣侵袭的情况下还继续的举办风筝节,让人们在户外放风筝,根本没有为人民树立抗烟霾的好榜样。
也许小孩子们不懂事,有样学样,看到政府可在户外放风筝,所以他们也在户外大玩特玩。社会人士,团体也一样,很多看到政府都已经是这样,可能也对户外活动不当是一回事。其他地区,甚至全砂州的人民可能都那样,烟霾什么,你看政府还在民都鲁办风筝节,在户外大放风筝。
可是在烟霾浓厚的时候,烧焦的空气扑鼻而来,人们所吸入肺部含有毒素的空气,与二手烟比起来要厉害的多了。
也许今天吸入烟霾的人们不会有何特别的感受,但它却在我们的体内留下了一颗计时炸弹。
假如一个政府关乎他子民的健康,他绝对是不会在烟霾处于不健康水平的时候叫他们到户外去放风筝,更不会在毫无管理的情况之下让人们大烧芭,或完全没能力的与印尼方面达致协议来控制烟霾。
砂州人民每年都饱受烟霾的侵袭,这不止是不对的,这等于它每年在伤害我们人民的健康,但是政府在乎吗?
我感到遗憾政府并没有以我们人民的健康为考量,而只为了自己的声誉,在烟霾这么恶劣的情况下继续举办风筝节,让人们冒大险。政府这种态度,只要有举办风筝节,人民的健康到底会怎样都是次要的,是要不得的。
我们在面对不健康烟霾恶劣的侵袭,应该以理性及智慧来应付以确保我们人民安康。

Statement Assemblyman for Kidurong Chiew Chin Sing said that the government is not setting a good example to the people in combating haze by continuing on with the Kite Festival and allowing people to fly kite outdoor.
We know that the children being who they are will emulate. When they see that the government is allowing people to fly kite outdoor, they will follow and play out door also.
They are others too, even NGO when they see what the government is doing they could take out door activities in haze lightly also. People in other areas, in fact may be a lot of the people in Sarawak, what haze, they said, you see the government the kite festival is on in Bintulu and people are flying kite outdoor.
But when the burnt smell of the haze comes hitting at one’s face and we inhale in the toxic air, it is surely far too serious that the second hand smoke.
Perhaps one who inhale the hase would not feel anything today but surely that would have left a time bomb in your body.
If the government cares about the health of its people, she will never ask anyone to go out door to fly kite when the haze situation is above the healthy level. She will also never allow the plantation to go on burning without any supervision. And she would have been able to reach an agreement with Indonesia to control the haze from there.
Every year the people of Sarawak suffer haze attack. This is not only right but tantamount to harming the health of our people. Does the government really care?
It is regrettable that the government cares more of its name than the health of the people by continuing to organize the Kite Festival thereby putting the health of the people at risk.
We cannot accept a government which only cares about the Kite Festival while putting the health of the people at second place
When we are faced up with the attack of unhealthy haze, we must act wisely and rationally to ensure the health of our people.

Irresponsible Government in Dealing With and Controlling the Haze Situation - (Chinese & English Text)

吉都隆区州议员周政新谴责政府在处理与控制烟霾的事件上完全失责。
他说民省的烟霾已越来越严重,而两天来已达到了不健康的水平。这显示出政府对此事件漠不关心的态度,充分的暴露了政府根本对人民所承受的痛苦不关心。
[政府应该知道, 烟霾到了一个程度会伤害到人们健康的。首先要考虑到的是学生们的健康,特别是小学生及青少年学生们。他们一大整天在四面通风的教室内上课,有的还要上课外的活动, 所吸进去的烟霾肯定对他们的健康具有深远的影响。]
[还有,生病的人及老年人,以及还有许多在户外工作的人等等,他们都在承受无需有烟霾的伤害。 ]
所以政府时时刻刻都应该确保烟霾必须要保持在健康的水平。
这是控制烟霾的目标,为了我们人民的健康,政府必须确保各造都为这个目标而努力。
前几天我到了几个在烧芭的地点,那根本是等于无人照顾的烧芭。试想没人照顾的烧芭, 任由它烧,大风一起,失控的烧到了今天这种严重的地步。
我相信假如政府前几天当我在我微部落格提出苏艾这一带烧芭的状况,而马上积极采取行动,我相信今天的情况一定已受到控制。
与此同时联邦政府也应该与印尼方面认真的达到协议来控制及减少印尼那边来的烟霾。

State Assemblyman for Kidurong, Chiew Chin Sing said that the government had not been responsible in dealing with and controlling the haze situation.
He said that the haze situation in Bintulu is getting worse and worse and it had reached the unhealthy level in the last couple of days.
This only shows that the government is not concerned. She is not concerned about the sufferings of the people.
The government ought to know that haze up to a certain level harms us. Firstly we must be concerned about the students, especially the young children in primary schools, the young boys and girls. They are exposed to the haze full time in their open class rooms and what more of the out door curricular activities again ! One thing for sure is that the haze they breath in will surely have a long term effect on their health.
Then again what about the sick and the older folks, those working outdoor and others, they are all suffering because of the haze and for nothing. And that is why the government must ensure at all time that the haze level must be at healthy level.
And that should be the target in the control of haze, healthy level. For the sake of the health of our people the government must ensure that all parts work towards the goal.
I was at the burning plantation site a couple of days ago, nobody was there to supervise the burning. Could you imagine a fire burning on itself with the wind blowing, that is why the fire had gone to such an uncontrollable and serious situation as it is today.
I believe had the government take heed on what I had said on my Twitter then ,about the fire situation on the plantation at the Suai area and took quick action, the condition could have been under controlled.
The Federal Government must also seriously work with the Indonesian government to reach a unilateral agreement to control and minimize the haze that is coming from Indonesia.

Status of the Proposed Aluminium Smelters in Mukah and Similajau

State the status of the proposed aluminium smelters both in Mukah and Similajau including:
(a) Stage of development;
(b) Basis of the selection process of the smelting companiesconcerned;
(c) Shareholding ownership of your company;
(d) Funding of the construction of the facilities concerned;
(e) Status of the EIA process and the inclusion of publicparticipation; and
(f) Number of affected communities, whether directly (relocation)or indirectly/ how they have been consulted and whether theirfree, prior and informed consent is obtained.

Dato Sri Speaker,
The proposed aluminium smelters in Mukah and Similajau are still at the planning stage and are progressing as scheduled. The status of specific major items in regard to the proposed aluminium smelter projects are as follows:
• The manufacturing licence for both projects had been approvedby the Malaysian Industrial Development Authority (MIDA);
• The Power Purchase Agreement (PPA) had been signed betweenSarawak Energy Berhad (SEB) and Press Metal Sarawak SdnBhd whereas the PPA for SALCO is still at negotiating stage; and
• An area of 366 hectares in Mukah and 800 hectares at SamalajuIndustrial Park, Bintulu had been approved for Press MetalSarawak Sdn Bhd and earmarked for SALCO respectively.
Since the launching of SCORE on 11th February 2008, it has attracted many inquiries from investors, especially foreign investors who are seriously interested to invest in SCORE area. The numerous inquiries received and the expected huge inflow of foreign direct investment are indeed early indicator on the attractiveness of Sarawak as a whole and SCORE in particular as the preferred new investment location for heavy, capital and energy intensive industry in the region.
The decision made by these industries which are categorized as trigger industries to establish their manufacturing plants in SCORE area are to us very critical to immediately kick start the development within SCORE area and as a whole to broaden the state industrial base. Foreign investors see SCORE area as an ideal location for their proposed investment and their decision on whether to invest or not in SCORE area are based on stringent guidelines, requirements and evaluation to ensure their business competitiveness.
Efforts to entice foreign investors are very competitive. They want to invest where cost of production is low and near to market. Most importantly, they will go where the Government is business friendly and no restriction on ownership is imposed. Foreign investors are allowed 100% ownership of their proposed investments in SCORE. Since the investment involved is huge, and using the latest technology, they normally want to be in full control of the project for their business success and survival. However, Joint Venture (JV) between local and foreign investors for any investment proposal is encouraged. The selection of local partner is determined entirely by the foreign investors based on their own evaluation. The two aluminium smelting projects are joint ventures between local and foreign companies.
The proposed aluminium smelter projects are entirely private sector initiatives. The initiatives involved joint ventures between local partners and foreign investors. Therefore, no funding from the government is required for the construction of facilities of the proposed projects.
Department of Environment (DOE) is processing the DEIA Report for Press Metal Sarawak Sdn Bhd, whereas for SALCO, the Term of Reference (TOR) has been approved. The EIA studies required for these two projects are conducted in accordance with existing environmental law and regulations whereby public participation and feedback is needed and incorporated in the report.
The proposed projects will be set-up within the designated area/industrial estates to be developed by the Government agencies. Thus, there is no relocation of communities involved.

(b) Basis of the selection/tendering process for the companiesinvolved in its main construction works;
(c) Shareholding and ownership of the companies concerned;
(d) Intended purchaser(s) of the energy;
(e) Status of El A process and the inclusion of public participation;
(f) Number of affected communities, whether directly (relocation) orindirectly, how they have been consulted and whether their free,prior and informed consent is obtained; and
(g) In relation to the now disturbed states of the Balui and Murum catchments as a result of the aforementioned plantation licenses, has the technical viability of the Murum dam been compromised?

For the information of Ahli Yang Berhormat for Kidurong,
(a) The Engineering, Procurement and Construction (EPC) contract for the Murum Dam has been awarded by SEB and mobilization for the preparatory works of the diversion tunnels has commenced. In the case of the Limbang Dam, the feasibility study is still on-going and is in its finalization stage. Fundings for the development and construction for these dams will be raised from the external capital market without any government guarantees.
(b) The tendering process for the Murum Dam involved invitation to eight well known international contractors and the selection is based on acceptable and attractive financial and technical considerations.
(c) The company Yangtze Three Gorges Technology And Economy
Development which has been awarded the EPC contract for the implementation of Murum Dam project is a wholly-owned subsidiary of China Three Gorges Project Corporation who is the developer, owner and operator of the renowned China Three Gorges Project which currently has a total installed capacity of 18,200 MW. When fully completed the China Three Gorges Project would generate a total of 22,400MW of power.
(d) Power from the Murum Dam would be required to meet the load demands from the aluminum smelter plants and other energy intensive industries which have shown keen interest to setup their plants in the State particularly within SCORE.
(e) The EIA report for Murum HEP Dam was submitted to NREB on 30th
April 2008 and was reviewed by an expert panel who has made recommendations to ensure all environmental issues are adequately addressed. During the preparation of the EIA study, the affected people were briefed, consulted and interviewed on the proposed project and their perceptions were recorded. This formed an important element for the public participations at the early stage of the EIA process.
(f) There are 6 numbers of longhouses with the total population of about 1,000 people which will be affected by Murum Dam Project and all these populations as mentioned earlier has been consulted at the early stage of the EIA process. Further consultations were also undertaken by the Murum Resettlement Committee formed by the State Government of Sarawak to engage proactively with the locals so that they are adequately informed of the project and to incorporate their opinions and concerns when undertaking the resettlement program.
(g) SEB has undertaken a study to update and extend the hydrological database that incorporates information between 1999 to 2007 and confirmed that the project is viable with an installed capacity of 900 MW and energy output of 5,468 GWh annually. The study also confirmed that the technical viability of the Murum hydro dam will not be affected by the plantations.

Development which has been awarded the EPC contract for the implementation of Murum Dam project is a wholly-owned subsidiary of China Three Gorges Project Corporation who is the developer, owner and operator of the renowned China Three Gorges Project which currently has a total installed capacity of 18,200 MW. When fully completed the China Three Gorges Project would generate a total of 22,400MW of power.
(d) Power from the Murum Dam would be required to meet the load demands from the aluminum smelter plants and other energy intensive industries which have shown keen interest to setup their plants in the State particularly within SCORE.
(e) The EIA report for Murum HEP Dam was submitted to NREB on 30th
April 2008 and was reviewed by an expert panel who has made recommendations to ensure all environmental issues are adequately addressed. During the preparation of the EIA study, the affected people were briefed, consulted and interviewed on the proposed project and their perceptions were recorded. This formed an important element for the public participations at the early stage of the EIA process.
(f) There are 6 numbers of longhouses with the total population of about 1,000 people which will be affected by Murum Dam Project and all these populations as mentioned earlier has been consulted at the early stage of the EIA process. Further consultations were also undertaken by the Murum Resettlement Committee formed by the State Government of Sarawak to engage proactively with the locals so that they are adequately informed of the project and to incorporate their opinions and concerns when undertaking the resettlement program.
(g) SEB has undertaken a study to update and extend the hydrological database that incorporates information between 1999 to 2007 and confirmed that the project is viable with an installed capacity of 900 MW and energy output of 5,468 GWh annually. The study also confirmed that the technical viability of the Murum hydro dam will not be affected by the plantations.

(a) & (b) For the information of Ahli Yang Berhormat for Kidurong, the existing installed generating capacity in the State is about 930MW and expected to be about 10,400MW by 2020 to meet the load demand from the energy intensive industries and for export to West Malaysia, Sabah, Kalimantan and Brunei. The reserve margin by 2020 is expected to be at 17%.
(c) SEB is currently undertaking pre-feasibility and
feasibility studies of various potential hydro dams which includes determining the construction costs. These studies are expected to complete in stages depending on the start-off implementation date office project by mid 2009. The funding of the hydro dams will be raised from the external capital market and will not receive any form of Government guarantees.

Violence in School
民主行動党民都魯支部主席,砂羅越州民主行動党署理主席及砂羅越州吉都隆區立委周政新2O09年7月11日文告如下:
吉都隆区立委周政新对校园頻頻發生暴力的事件深表关注,且认为我国教育的制度必须做出实际的改革,特别在维护校园的形象以致可以营造一个健康的学习环境。
周氏深盼教育部及学校,能和家长及相关人士一起沟通解决学生问题,如此,聽聽学子们的内心深处的声音。
校方应该更了解学生在学习上的需要,给于正面的对待和积极的鼓励,老师更可以多说赞美的话,在各方面来鼓励学生。必竟,实际行动比纸上谈兵来得更有果效。
然而,当学生违反了学校的规章制度和纪律时,也应该受到适当的惩罚,特别是对一些犯错比较严重的学生。老师或许可以通过惩戒,让学生认识到,犯错误要承担责任,帮助学生进一步认识错误、改正错误。当然,学校和老师在批评惩罚犯错学生的过程中,应该要掌握好尺度。尽可能不要有语言上的挖苦,心理上的打击或肉体上的惩罚。
教育部也應該深入的探討校園暴力,為何會常常的在我們的學園發生。而這是否与以學生成續來分配班级有關。大家都知道,今天我們的學校是以學生的成绩来分配班级。而成绩有落差的学生,被安排在“后面”的班级,他們是否会觉得被冷落。久而久之,他们的感受又是怎樣。有些学生莫名的被标上“坏学生”的标签。这些被忽略的学生,他們的存在是否也一樣的如其也班級的學生得到同等、公平的肯定。而那些被安排在 “前面”班級的學生,他們的心態又是如何。然而,若是他们能一起学习,也許會創造正确的学习环境。
如此可以鼓励同学们在面对学业生活技能上彼此帮助,并且这种取长补短的精神对将来要步入社会的他们是很可贵的。除此之外,这种不按照成绩来分班的制度也相信能够增强个人的自信心。
周氐說,学校不仅是一个学生回忆他们美好的经历和享受的学习生涯,更可以透过学校来培养我国未来的栋梁。
他呼吁教育部能继续以行动来证明我们对校园的切实关心把暴力事件减至最低,让我们一同来维护及打造各学府成为一个健康的学习环境。
